Cindy Locke, Executive Director
Cindy has worked in the association and non-profit field for more than twenty-five years in Vermont; primarily those associations have been chambers of commerce. She is a graduate of Vermont College of Norwich University with a B.A. in Sociology and is also a graduate of Leadership Champlain.
Cindy specializes in association management, volunteer recruitment and management, and public and community relations. She is an outdoor enthusiast and enjoys winter and summer sports. She enjoys meeting VAST members and attending club and county events. Cindy has lived in Vermont since 1978.

Matt Tetreault, Trails Administrator
Matt Tetreault grew up in Central Vermont where he began snowmobiling around his parent's fields on a 1971 Olympic Ski Doo at the age of 10. After passing the snowmobile safety course and moving up to a newer machine Matt began riding the VAST trails around his boyhood home. With family and friends by his side Matt spent many of his childhood nights and weekends out on the VAST trails enjoying the Vermont winters.
Matt joined the Vermont Association of Snow Travelers and moved into his current position as the VAST Trails Administrator. Besides being an avid snowmobiler, Matt enjoys spending time with his kids, working and recreating in the woods, hunting, fishing, gardening, boating and enjoying all forms of outdoor activities during the changing Vermont seasons.

Sheila Fenoff-Willett, Finance & Human Resources
Sheila grew up in the Northeast Kingdom and snowmobiling was the primary winter sport in her family. She enjoyed many hours on a sled during her childhood. Off and on throughout the years she has continued to ride with family and friends.
She has worked in the non-profit world for 19 years and the for-profit world for 26 years. When not at VAST, Sheila enjoys traveling, touring the intercoastal waterways by boat in FL, boating on Lake Champlain in the summers, camping, gardening, sewing, and spending time with her family including three grandchildren and friends.

Beth Flint, Technology & Media Manager
Beth is a ninth-generation Vermonter with a passion for her state’s landscape, traditions and recreations. She brings to VAST over 16 years of experience in the niche publishing industry and five years as a certified Salesforce CRM database administrator. Her hometown is Brookfield where she lives with her husband, two cats, three donkeys, one old mule, and many chickens. She enjoys horseback riding, gardening, reading, needlecrafts, photography and snowmobiling.

Mandy Dwinell, Office and Programs Manager
Mandy is a multigenerational Vermonter and grew up in Central Vermont. Outdoor activities of all seasons have been a big part of her life from snowmobiling, snowshoeing, walking, hiking, side-by-sides, swimming, fishing, and more. Mandy’s family has been involved in local clubs and county initiatives her entire life. She began snowmobiling at the age of 10, and alongside her older brother, would spend hours riding around the backyard.
Mandy joined the VAST team in the middle of the 2021-2022 season. She has worked in both non-profit and for-profit organizations and has a background in business, advertising, human services, and staffing. When Mandy’s not at VAST, she enjoys exploring with her dog, Nattie, snowmobiling, camping, photography, local auto racing, watching her nieces and nephews play sports, and spending time with family and friends.

Tina Bedard, Office and Programs Assistant
Tina grew up in Central Vermont with her family before briefly relocating to California after high school and eventually returning to Vermont. Growing up Tina and her family were familiar with the sport of snowmobiling and the variety of outdoor recreational activities Vermont offers.
Tina and her husband, Roland, were married along the VAST trail in 2010 and have called central Vermont their home since. The couple along with their daughters and their 4-legged family members are active members of the Central Vermont community. Together the family enjoys many of Vermont and New England’s outdoor activities such as camping, riding side-by-sides, hiking, enjoying nature, relaxing at the water or campfire as well as meeting new people.
